Tagging all untagged TODOs in cli/src/multisig.rs as one issue.

If required, we can split this into multiple tickets

There are three to dos left.

Two of them are about asking the user for consent before spending their SOL on the transaction fee and rent-exempt balances. It’s not audit-blocking, and I’d say not even a blocker for v1.
One is about the json serialization format and it’s a really low priority issue that we can do if we ever get bored.
