Fix paranoid air mistakenly messaging on Astral/etc. #2247

Checks Weightless and Astral, anything like air plane that allows you to move there should use use Weightless. Note that paranoid_air does not currently include clouds, but I'm not changing that without a proper look.

Also fixes hyperborean paralysis dials.
