Ability to "Block" user access to the sites #215

We need to have the ability on the page https://shop.complinks.co/admindashboard/users/edit to "Block User Access". This is mainly to be able to block end users from accessing the site if they are abusing the system, i.e. earning points from large purchases, exchanging points, and then returning items or charging back on their credit cards...

If some is blocked, they would see a page (overlay) like this... https://app.moqups.com/robg/QSDVx2F07W/edit/page/a17e15112

@cgladue this should be pretty easy, I think there's already an IsLocked field in the Identity stuff, right? (usually reserved for too many failed login attempts but could be applied here b/c I think the logic is already built into the login if that flag is set)

When I put a check in the check box to disable account 100068 I got this error message when I tried to save it. screenshot_2017-07-13-23-20-32
