Switch to using JetBrains Maven repository for intellij-plugin-verifier download URL.

As of version 1.255 of intellij-plugin-verifier, the artifacts have moved from Bintray to a Maven repository; see https://github.com/JetBrains/intellij-plugin-verifier/releases/tag/v1.255 for details.

Fixes #29
