Battery tested at 4v freq change on via config doesn't work as initial value not set

@ChrisEilbeck adding the defualt frequency here resolves this issue

Fix for feq on my branch seems to be solid. Not sure why the volatage is multiplied for tbeam though

Voltage readback is now done correctly using the PMIC on the T-Beam. Will have to hook a display onto a T-Beam to investigate the issue with the frequency
