Ownership Verification
[x] Make servers verify user owns the game.

Once a user's identity has been verified, a secure server can use the ISteamUser/CheckAppOwnership Web API method to check if the user owns a particular AppID, or call ISteamUser/GetPublisherAppOwnership to retrieve a list of all user owned AppIDs that are associated with the provided Publisher Key.

Ban status

[x] Make servers verify if user is banned or not.

Done.

For 0.3.6, online co-op servers now communicate with Valve's servers to check app ownership and statuses for VAC bans and game bans.

Later, perhaps can look at allowing games to set options for requiring ban checks or not, but I'll leave it locked down for now. Will likely tie into game setup options, which are planned anyhow.
