Menus: Allow left panel to be scrollable instead of paginated #1086

Particularly, allow touchscreen behaviour to drag the left panel vertically.

If I ever do a whole menu refactor, scrollable menus will be nice, but at this point, I think I can't be bothered, and just need to move onto the next game.
