With issue #1097 being fixed in 0.3.7... I will revisit adding additional options above later on. Main issue was an actual bug of syncing not happening properly during startup.
User can at least force a manual sync for now.
The rest of the ideas can come later.

Was mainly an issue with iCloud.
But iCloud for saved games was removed in a recent version, due to saved game file sizes exceeding iCloud's Key-Value storage limits, and no first-party iCloud Document support exists for Unity (reliably anyway).
To address recent reports of iCloud sync failing, and even sometimes Steam Cloud failing, I feel it is worth embellishing the Account tab with a "Cloud Sync" sub-category. Will also give the player more explicit control over their cloud sync status.
