Apple has clamped down on restricting payments for users in Russia. However, according to my stats, some users in Russia have been able to make purchases for the IAP somehow still.

Companies for server-hosting in Russia have been harder to access due to payment restrictions. So, a server in Ukraine is being used instead.
Google Play has paused accepting customer payments in Russia and Belarus. As such, the Core Supporter Pack IAP for T2 does not work for players in Russia or Belarus.
