Steam: Allow VAC-banned players to play online in unsecure modes

Currently in 0.4.0, Steam players that have a VAC ban on their account can't play online.

There have been many requests to allow banned players to play online.

This will be fine, as long as they do not taint the leaderboards.

todo:

• [ ] When creating online games, allow games to be VAC Secure or not.
• [ ] If online game is not VAC Secure, do not submit leaderboard scores.

No, I really can't be bothered refactoring code to allow for cheaters to play online.

Not pursuing this issue.
