Regularize variable expansion, preferably to late binding #118

Currently variable expansion is a mess. It happens in passes. We should move 
to late binding, similar to make/scons/msvs (even xcode I think). Ideally we 
might be able to do this in a way that uses the underlying tool's variable 
expansion when possible. This would be particularly nice in msvs, because 
you could then see gyp variables in the vcproj.
