Bluetooth functionality killed by util #2877

Describe the bug

After using the "set services to manual" tweak, now bluetooth is literarly dead could not pair anything the error is in the screenshot

restarting services route to nothing and to the error message "the parameter is incorrect"

To Reproduce

Steps to reproduce the behavior: Restart computer.

Expected behavior

bluetooth present and working.

Additional context

is the same behaviour of the tk #931, suggestion, bluetooth have to be leaved alone :D (like britney) if someone have a "manual" to revert this problem u will save me to format and reinstall windows.

ops forgot win 11 pro 24H2 to be noted if i watch on the event manager The local Bluetooth adapter has failed in an undetermined manner and will not be used. The driver has been unloaded id 17
