Support an already installed ESMF #1

Don't build if an ESMF install already exists and the mk file is available. Previous installation instructions show : python setup.py build --ESMFMKFILE=<DIR_TO_esmf.mk>/esmf.mk install

I can look into adding this back, should be straightforward
