scaffolding to provide basic structure including

main page
about

add fields for

[x] DB checkboxes
[x] date picker (start & end)
[x] star textbox for API keys (IEEE, scopus)
[x] search string textbox
[x] join button for search string (including:
- AND
- OR
- (AND
- (OR
- )
- None - to add no additional operator
[x] Search button
[x] slider for number of total results
[x] format downloading (csv, bib)
[x] viewer for pandas data table (results view)

add datepicker & select all DBs by default commit: 656da23f6a369dec8f281b646aea19a3e616c8d8

@kashyapm94 probably both AND) and OR) are not that meaningful. I have updated the operators and added a None to allow strings without brackets.
