Add newsletters #22

Currently scattered as files on the apereo site. E.G. https://www.apereo.org/sites/default/files/Newsletters/February%20March%202016%20Apereo%20NL.pdf Make these an official collection.

25 is naive progress at linking recent newsletters as hosted by MailChimp.

Does not formally make a collection and does not capture PDF files.

40 is a little more naive progress, linking newsletters back through 2016 as hosted by Google Groups. Still no collections and no capture of newsletter content to this repo, just hyperlinking.
