Implement Whispers

We want the ability to allow some users to whisper Ennesults to make her say something in chat, mainly for a comedic result.

It would be nice to have the control for this on the user page context menu.

• [x] Flag users to allow them to whisper.
• [x] Monitor whispers to kick off logic to say something in chat.
• [x] Save flag in file system along with user records.

Still need to add the ability to turn off whispers in the settings. But functionality is working great.
