Compendium: quests are messed up after 4.4.0

Quest completions are saved right at exit, but at program start some quest completions are loaded to wrong quest.

To reproduce:

create new character
mark Lost Thread competed at any diff
exit
restart completion from Lost Thread is transferred to Lost in the Swamp
restart again completion from Lost in the Swamp is cleared (no completion of Lost Thread is transferred)

Rest Stop => Rest for the Restless has same issue.

This makes also Sagas broken:

Rest Stop is replaced with Rest for the Restless
Lost in the Swamp is part of Menace saga

Confirmed. Weird, because this is not as a result of the Compendium Data files themselves - neither of those quests have been touched in a very long time, and it didn't happen until I updated the program to 4.4.0 even though I updated the Compendium data files first.
