StackExchange chat has a rate limiter

Someone suggested using multiple accounts to get around the rate limit issue, but it will likely be messy. If another message comes in before a new message can be posted by the bot, the message will instead be said by a second (or third) bot. 2 should do it, 3 will definitely work, other than in times of high message volume.
