Add `Makefile` #14

This PR provides a self-documenting Makefile for handling all low-level operations such as:

Building the docs
Building the distribution files
Running code checks (linting, type checking, security)
Running unit tests and calculating test coverage

New Makefile added --> Type make to view the documentation
