Description

Add support for customization of GitHub status check URL.

Motivation / Context

Currently, we always set the URL to the Tugboat preview dashboard, but we sometimes want to link to a report generated by a test suite.

Testing Instructions / How This Has Been Tested

Review diff. This will mostly be tested downstream.
