Automate npm publish via GitHub Actions + Wombat #268

This is currently blocked on the Wombot service’s npm account accepting the invite to become owner of the package. Once that happens, I can kick off another test run here: https://github.com/ChromeDevTools/devtools-protocol/actions/workflows/publish-on-tag.yml
