power the changelog from git diff #273

Yeah I hate the changelog generator but this makes me hate it less. And it's back under 1MB so it actually renders.

diffing with the PDL is pretty clean.. and deleting half this file was great.

Apologies, I had missed this PR earlier! Happy to land this and try and see if it works in GitHub Actions.
