206 Scroll effect in the homepage

In Home section of the website ,we are not able to scroll down and access the About section so, I have added the scroll effect in the website by adding some code in the style.css Fixes #206

Recording_save.webm Before my changes the about button is not completely visible to the user , so i add the scroll effect for easy navigation to the about button, Hope it resolve the issue
