BUG: Saving server settings when INI files don't exist crashes

If the server settings INI files don't exist when the server settings are saved - for example, because the server was never run, or maybe isn't even installed yet, we are eagerly trying to load the INI files when we save the settings, which fails miserably.

We should fix this to:

• Don't save INI files until we are ready to run the server
• Create the directories that lead up to the INI file before we save
• If the INI files don't exist, create them
