Provide default `config_metadata.json` #9

Currently there is no default config_metadata.json so everyone's parameter sets are empty. The goal here is to provide a default set of parameters based on https://ark.wiki.gg/wiki/Server_configuration#Command_Line and all the settings values, with descriptions. These should be accessible either by having them built into the application, or, later, downloaded from a URL that gets updated periodically without having to update ASM:A itself.

There is a default_config_metadata.json built in to ASMA now.
