Perhaps the Note should have been underneath the main Section of Appendix E to illustrate the point of exploratory testing more clearly, since it looks as if the Note: is about the Glossary section, which would not make any sense.

Reason for disagreement: This is not purely a cosmetic bug, since the misplacement of this note can certainly cause some confusion in the user who is reading this User Guide. Therefore the severity of this bug is still at minimum a Low, as it can certainly cause a minor inconvenience to the user.
