Add container support #5

This enhancement adds container support with specific cgroups v1 and v2 support.

  1. Plex, inc
  2. LinuxServer.io
  3. BinHex
  4. HOTIO
  5. Podman (libpod)

Out of scope: Preventing any health monitoring from forcing restart while PMS stopped. This will be user-responsibility
