Setup Page is not localized #2900

Setup page should auto-detect browser localization. https://stackoverflow.com/questions/1043339/javascript-for-detecting-browser-language-preference

This should be the default selected choice in a new dropdown so the user can select localization during setup wizard.

this is a freature i want for the system, if the user broswer is diffrent that the current setting, it will show an alert to switch to that locale
