use family image if individual image unavailable #4174

The system should be smart enough to include a family image in the directory for a one-person family if there is no individual image. Users should not have to figure out whether each family is a one-person family or a multi-person family when uploading images.

As it is, the image of a one-person family is not included if it is uploaded to the family.
