Create a MailChimp APIs and Menus #84

Right now we have a MailChimp Settings for API Key and in the person view we have a listing of if the user is in the mailchimp lists or not... we need to have full CUED API for people and mailchimp and also move all the mail chimp reports to it's own menu. not sure if under admin or left menu.

Also need to add docs about how to get mailchimp working on the docs site.

I'd be happy about mailman/exim or external SMTP server support (I guess DomainKeys and SPF Records make configuring your own mail server a little harder nowadays due to anti spam measures).

We use mailchimp for emailing the congregation, it also has support for "marking" type emails. I will be creating a help doc on emails and mailchimp and we can add to it...

ok we have a bug in the http://192.168.33.10/mailchimp/MailChimpMissingReport.php need to fix before closing
