disable performance test before awcy service is ready #88

it will cost a while, may 10 or 15 minutes, to initialize the awcy service after installed, during this period, run performance test will cause some error, so we need to disable the build operation before awcy actual ready

I modified in Jenkins's script if the awcy server is not running. Jenkins will not submit the task
