[BUG] Base Container has VULNs in it to be fixed #258

Describe the bug The base container has FATAL and HIGH vulnerabilities that need fixing.

To Reproduce Build the image w/ the base container

Expected behavior A cleaner build

Additional context Use 3.15.0 as the alpine base container FROM statement
