[FEATURE] Add helpful links in the help/docs area for OpenRMF #78

Is your feature request related to a problem? Please describe. We should add helpful Cyber links to the help pages for OpenRMF.

Describe the solution you'd like The additional links type of area at the bottom of the help pages.

Additional context This kind of data: https://patches.csd.disa.mil/Metadata.aspx?id=107687 The Cyber.mil site NIST checklist site, NIST benchmark site, etc.

Using the local jekyll build process https://jekyllrb.com/docs/step-by-step/01-setup/ to do this locally, create a sites HTML folder, then copy into the NGINX web area for local help before adding HELP links locally. I will still use the openrmf-docs/docs/ folder to do this, and publish to github.io as well since I used the same setup on both.
