Pulse protocols (generating unitaries from time-dependent Hamiltonians)

What feature should we add?

An integral step into achieving Issue #213 is to be able to have protocols which generate unitaries of time-dependent Hamiltonians over some user-defined interval.

Suggested Implementation

• Create a child protocol class called "pulse"
  • It's create unitary method is assigned to a function which:
    • creates a simulation with user defined parameters
    • sets the initial state as the identity matrix
    • runs the simulation according to some user-specified protocol
    • returns the final state (total time-evolution unitary)

• What the user is expected to specify and how
