refactor: update cimg orb and add testing namespace

with this change, the orb now implements additional steps to ensure there are no false positives in terms of building images.

• checks to see if the image was actually built, based off what should be built
• pushes to our testing namespace to make sure it actually is/can be pushed to dockerhub
• will also need to update webhook for checks
