Add issue and pr template plus contributing info

This PR adds:

• Bug report issue template
• Feature request issue template
• Default PR template
• Contributing file with information for the community
• Link to new support policy in readme (pending circleci/circleci-docs/pull/8074)

We will use this as a basis for the other docker image repos and roll out the same changes to those repos in due course
