Can this be merged? Christmas holidays are approaching and would be nice to upgrade away from depricated version before that. Assuming this contains a fix for https://github.com/CircleCI-Public/cimg-postgres/issues/16

Second this request. We know we need to be off the legacy images by end of month and this is the only blocker. Thanks!
