feat: adds version checking functions #80

adds version checking functions to compare the current version in dockerfiles to the parsed version from release feeds.

notes:

subsequent PRs will allow for PHP (and/or) others to switch between the -20.04 or default 22.04 tag if needed
it may be helpful to standardize cimg dockerfile ENVs so the parsing can be more generalized. for example, some ENVs use the convention of ENV=XX vs ENV XX vs ENV XX \

just as a note, since this all rolls up, it doesn't make much sense to make a PR for each function. after talking through in standups, this will be a large PR separated by commits
