Update Ruby to 2.7.3 for Ruby Orb tests #47

Long term the plan is to decouple the Orb tests from this repo, but meanwhile it is easier to bump Ruby here.

Bumped:

Ruby 2.7.2 -> 2.7.3 Rubocop 0.88 -> 0.89 due to rubocop/rubocop/issues/8714
