Motivation, issues

See: https://github.com/CircleCI-Public/helm-orb/issues/34 Since the old stable repository have been moved by Google the pod is failing for Helm2. This PR fixes it.

Description

Fixes the location of the stable chart for helm2, making sure the latest v2.17.0 doesn't fail.
Use a parameter for the stable repo URL for both helm2 and helm3.

when will this be released? until then, helm client installs are broken for helm v2

@fulaphex apologies, I was not aware auto-releasing on this orb is not configured. The release should be complete as 1.2.0 now
