Motivation, issues

This will let users use "include" in their syntax

Description

Adds an option to use the be orb pack command instead of the config pack command

@gmemstr i know that v10 addresses this, but would you be willing to publish this PR as a patch, as it seems like the number of updates that one has to make their workflows to use v10 might be high? and just this will sort of unblock a few folks who want to use the pack command from orb alone

@roopakv Some minor linting I think we'll go ahead and merge this as a minor bump when the pack command is unhidden, then merge v10 :)
