Add shallow checkout #84

Hello @BenSandeen . I thank you for your interest in this and your PR! After closer analysis of the PR I see that it depends on a third party orb which we do not support in our official orbs. I decided nonetheless to try to import that logic to this orb in this branch: https://github.com/CircleCI-Public/path-filtering-orb/tree/pr/84-test But after discussing internally with the team we learnt that there will be some changes in the native checkout logic which will support shallow checkouts. I want to thank your efforts but for now I will close this ticket.

@david-montano-circleci Thanks for getting back to me on this! Do you have any idea when the shallow checkout stuff will be generally available?
