Remote caveat about Docker not being available. Also don't mention remote docker since that's a docker executor concern.

We might want to replace the docker caveat with new ones due to limitations with GCE:

Only support windows 1809 based containers at the moment (No linux containers, no older versions of windows containers)
Servers are running Docker Enterprise Edition not “Docker for Windows” (This one is more of an informational thing because we've had customers asking)
