Add information on how to fund the smart contracts relayer to the FAQ #52

Is your feature request related to a problem? Please describe. The FAQ entry with the title ""How are my Circles Produced?" hints at what powers the system behind Circles UBI, but it does not mention that the smart contract system will halt if the "relayer" runs out of xDai to pay for the transaction fees. (cf. Sarah Friend's article on Medium) So it seems that the CirclesUBI process does not need any input, which is wrong.

Describe the solution you'd like There should be a clear explanation on what drives the Circles UBI smart contracts system. The explanation should have an invite for people that want to support the project to keep sending xDai into the relayer accounts, as explained in Sarah's post.
