Move smtp stuff into terraform #26

It could go in it's own folder with it's own state, but use the circles-resources-terraform bucket (as does cognito)

Actually ... looks like it isn't possible to have the smtp settings in Terraform. I was only able to set the mail domain and nothing else (not even verified senders).

I don't think it's worth moving it, which would probably cause more confusion down the road. The setting should be documented somewhere all the same.
