Decide how we structure terraform resources. #3

Main decision is do we want everything to be one one VPC, should that all be in one terraform state file, or should we go with the subdirectory structure we have on infrastructure provisioning?

Agreed with @edzillion on the standup, seperate state files is nice because it gives some isolation.
