make the GPG key downloadable #1329

Describe the bug

try to fetch talos.gpg from a CI job. This is not possible as it requires a browser with java script enabled.

How to reproduce the problem

We use to run CIs these days and I'd like to verify the package against the gpg key the you are supplying.
However this URL cannot be reached from a script https://www.clamav.net/downloads#collapsePGP

Would it be possible to place a copy of the key somewhere, where it can be downloaded using curl ?

@maxadamo Rather than rework the downloads page, we decided to add a copy of the Talos GPG public key to our documentation along, with with basic instructions for use:

The docs.clamav.net subdomain is backed by GitHub, so you can now also find a copy here: https://github.com/Cisco-Talos/clamav-documentation/tree/main/src/manual
