telemetry_json: codec plugin suporting only json message transported over tcp, delete 'wire_format' config, easier to use in prometheus stack

telemetry_gpb: codec plugin supporting only gpb compact message transported over udp

all these three plugin work both for xr6.0.0 ans xr6.0.1
