The Python Loader Script should upgrade the software on an IOS XE device to the desired software version (as configured/provisioned on the ZTP Server).

In addition to coding the loader script that will perform the upgrade locally, we need to define the desired user experience for providing desired software versions and how we want to obtain and serve software images on the ZTP server.
