Closed to be Reworked - Scheme doesn't seem to fully align to request payload

Adds Application Priority Traffic Policy profile parcel resource and data source

DO NOT MERGE - Unable to find parameters that are in the schema within the UI in 20.12, specifically:

trafficCategory

destinationIp
destinationIpv6
cloudSaas
cloudProbe
